Comments:   Signed on the reverse by the artist. This was done during Frech’s time as an illustrator fo the Baltimore Sun. Kelley (1859 - 1932) was an important American social reformer, working on health and sweatshop issues, a suffragette, a founding member of the NAACP, holder of many offices, and founder of the U.S. Government’s Bureau of Labor Statistics.
